I've been using a free program called FreeMind http://freemind.sourceforge.net/wiki/index.php/Main_Page with my grades 3-6 students. It creates concept maps and has a reasonably user friendly interface. There are many functions that we don't use that if you wanted to use it in a secondary environment it would be worthwhile exploring. A great thing about it is that you can export the concept map as HTML or an image file (PNG, JPG, etc). The students thought it was a bit boring but all the classroom teachers loved the program.
